National Security Concerns Over Aquind Interconnector

In a move that has sparked intense debate, the UK Ministry of Defence (MOD) has expressed "significant national security concerns" over the proposed Aquind Interconnector, a high-voltage direct current (HVDC) cable project aimed at linking the UK and France's electricity grids. The concerns have led to a prolonged review process, with the government working to address these issues through a confidential process led by the Department for Energy Security and Net Zero (DESNZ).

Background of the Project

The Aquind Interconnector, backed by Aquind Ltd, is a proposed HVDC interconnector designed to transmit up to 2,000 MW , potentially supplying around 5% of Britain's electricity needs and 3% of France's. The project involves laying a 320kV XLPE subsea cable from Lovedean in Hampshire to Normandy in France, with an estimated cost of £1.35 billion. This HVDC link will utilize Voltage Source Converter (VSC) technology, allowing for efficient and flexible transmission of power across the English Channel.

MOD's Security Concerns

The MOD's objections center on the potential impact on Portsmouth Naval Base and surrounding military operations. The project could jeopardize both the base and related military training activities in the English Channel area. The MOD has emphasized that the project would "clearly and unacceptably obstruct and compromise" operations at the naval base.

Political and Community Response

Local MPs have met with Defence officials to express their concerns about the project's national security implications. Some have raised concerns about the involvement of foreign entities in the project, warning of potential security risks.

The community in Portsmouth has also been vocal, with many residents expressing support for the project due to its potential to reduce energy costs and carbon emissions. However, others have raised concerns about environmental damage and disruptions during construction.

Legal Disputes and Project Status

Aquind Ltd has responded to the MOD's concerns by dismissing them as unsubstantiated and has threatened legal action against the government over delays in the project's approval process. Despite these challenges, the company remains committed to addressing the MOD's concerns through the ongoing confidential review process.

The final decision on the Aquind Interconnector remains uncertain as the government weighs the project's energy benefits against its potential national security risks. The project's fate now rests with the Secretary of State for Energy Security and Net Zero, who is expected to make a decision after reviewing all submissions and concerns.
